This facial recognition app tells one panda from another

Having trouble discerning one furry panda from another? A facial recognition app will make it easy for you.

The app is developed by the China Conservation and Research Center for Giant Pand

as along with researchers in Singapore Nanyang Technological university and Sichuan Normal University.

The image analysis research kicked off in 2017. A database now contains about 120,000 images and 10,000 video clips of giant pandas.

Close to 10,000 panda pictures have been analyzed, marked and annotated.

Using the database, researchers are able to carry out automa

tic facial recognition on panda faces to tell one animal from another, the center said.

protections made noticeable progress in China last yea

because of multiple measures, including improved legislation, intensified law enforcement and more international coopera

Law enforcement authorities in China handled 215,000 cases involvin

Courts across China concluded nearly 320,000 IPR cases of various type

Online English education sector records 168% growth but ch

nline English-language courses for children saw an explosive growth in 20

18, according to a report released by data-monitoring firm Trustdata on Tuesday.

The report on China’s online English education market for children s

ar. It’s expected that the market size would surpass 50 billion yuan ($7.3 billion) in 2019.

The market pattern of one-on-one teaching has been gradually for

Market size doubles in one year

The market size of online English-language education for childre

Fertility rates, meanwhile, remain astonishingly high in

n some countries, especially in Sub-Saharan Africa. In a few of the poorest-Niger, Mali and th

e Democratic Republic of Congo-the rate is 6-7 children per woman. The resulting flood of new ent

rants to the labor market is far outstripping the number of jobs available.

Empowering women key to meeting challenge

No known growth model can accommodate or keep up with this k

ind of demographic surge. Even sustained economic growth of around 7 percent per year

won’t be enough. And although fertility tends to decline as incomes rise, that does not happen immediately. Em

powering women, therefore, may be the most effective way of starting to address the challenge.

China has also recently announced a strengthened reg

gime of intellectual property rights protection. Again, this is what foreign negotiat

ors are seeking, but also is important for China’s own economy as it transitions to being a technology leader.

Trade agreements can affect the types of goods being traded and they can redirect trade toward one c

ountry, away from others. They cannot directly affect any country’s worldwide current account bal

ance. A country that saves less than it invests will have to borrow foreign funds to import foreign goods to make up that difference.

There are two ways to reduce the US trade deficit. A serious recession would reduce investme

nt, but nobody advocates that as a strategy. The only other path is to change the US financial and gov

ernment system to encourage increased savings. China has almost nothing to do with it.

The area previously had about 1,000 monitoring stations.

China is the only country that lists forecasting earthquakes as a government responsibility.

Considering our limited knowledge about earthquakes, the forecasting work has to be based on observatio

n. However, the weak signals from underground are often disrupted by electromagnetic interference, he said.

He said that in cooperation with the government of Shenzhen, Guangdong province, his admini

stration has established a research institute to accelerate the development of new app

aratuses for underground detection that could reduce interference from human activity.

“We will also explore carrying out observational experiments in wel

ls from hundred of meters to 1,000 meters deep, and through scientific drilling that will penetr

ate active earthquake faults to gain more information about underground structures,” he said.

US soy farmers call for cool-down of trade tensions

US soy farmers have urged Washington to work for a positive solution to the current tarif

f dispute with the world’s top oilseed buyer China, and avoid further escalation of trade tensions.

In a statement released late Tuesday, the American Soybean Association (ASA) described the t

hreat by US President Donald Trump’s administration to increase the tariff rate from 10 percent to 25 p

ercent on $200 billion worth of Chinese goods as the “worst case” for US soybean growers.

“This is a predicament for soy growers,” said Davie Stephens, ASA president and a soybean farmer from Kentucky.

“With depressed (soybean) prices and unsold stocks fo

recast to double before the 2019 harvest begins in September, we nee

d the China market reopened to US soybean exports within weeks, not months or longer,” he added.

In addition, the institute will invite foreign experts

to give lectures to the students to provide access to new developments in the international space sector.

“We want to make sure that they will be able to design satellites when they complete their study here and go back to their countries,” Cui said.

He added that compared with their Chinese peers, the foreign

students are more active in class and are better at asking questions and sharing their thoughts.

The foreign students will choose either remote sensing or comm

unications satellites as the topic for individual research at the Shenzhou Institute, Cui s

aid, adding that their choice will depend on what they will do in their homeland after the program.

Wang Jie, the mentor of the eight-student class, said that in addition to professional knowledge

and on-site tours, the institute also arranges lectures on Chinese language and culture for the foreign s

tudents and takes them to such historical sites as the Forbidden City and Summer Palace.

Regulators seek source of illegal HPV vaccine

Drug regulators in Hainan province are investigating the suspected sources of HPV 9-valent vaccines that were illegally adm

inistered at Boao Yinfeng Healthcare International Hospital, whose business license was revoked as a result.

If a crime is found to have been committed, the case will be handed to public

security departments, according to a statement jointly issued on Sunday by Hainan’s Health Co

mmission, Market Supervision Administration, Drug Administration and Public Security Department.

It said the four departments will form a working group to supervise the investigations and legal enforcement.

The working group will contact people who received the vaccines at

Yinfeng hospital, listen to their opinions and take action to safeguard their rights.

Restoring a feature-length film by hand can easily tak

e months, if not up to half a year. Hong Kong film director Peter Ho-sun Chan once said the image restoration of his most a

cclaimed work Comrades: Almost a Love Story cost 1.5 million yuan ($224,000), excluding the expenses for restoring the soundtrack.

Faced with hundreds old TV series to restore, Youku was naturally reluctant to throw such a huge sum of money at every project. Their

technicians then turned to artificial intelligence to develop programs that could automatically enhance the tapes.

“If a lengthy manual frame-by-frame restoration might be able to achieve a full score of 10, at least we could turn an ‘unw

atchable’ series into one that achieves a score of 7 to 8 points within a shorter period of time using mass digital techn

iques,” says Jiang Wenfei, a leading technician and head of Youku’s 30-member restoration team.

He estimates that a single episode takes one working day to restore using traditional methods.

Pei explains that correcting the color cast is the most common problem they have to fix. “People’

s faces sometimes look like they are covered by dirt (on film), and their black hair turns green or blue.”
